Is a ramp or steps better for an older dog?

A ramp, in almost every case. Steps still involve a small jump and landing at each tread, which loads the front legs and the lower back, while a ramp lets a dog walk up with all four feet down and no impact. My dog refuses to use the ramp. What do I do?

Start flat.
